The workshop in Kuressaare belongs to the series of events organized by the Baltic-Nordic Network on Survey Sampling Theory and Methodology since 1997.

The aim of the network is co-operation on education and research in survey statistics. Efforts are made to strengthen contacts between researchers, students and practitioners, between academic institutions and national statistical agencies, to promote interest among students and to motivate them to choose their professional career as survey statistician. The most important activities of the network have been annual workshops and international conferences on Survey Sampling Theory and Methodology.

As a new feature, Ukraine is involved in the network.
